I am holding a business visa, I will be going to Hanoi from Cebu to Hanoi.

You are able to use 1 way ticket to enter Vietnam with your business visa. In case you apply for visa on arrival, it still works well, you just need to fly to Vietnam in order to get stamped visa at Vietnam airports. You can leave Vietnam either by land, air or sea.
