Regulations on Vietnam temporary residence registration for foreigners
The temporary residence registration for foreigners in Vietnam is well defined in Article 33 of the Law No. 47/2014/QH13 dated June 16, 2014 of the National Assembly on entry, exit, transit, and residence of foreigners in Vietnam. This law has it that:
“1. Any foreigner that temporary resides in Vietnam must, via the manager of the lodging establishment, declare his/her temporary residence at the local public security authority.
2. The manager of the lodging establishment shall complete the declaration form and submit it to the local public security authority within 12 hours (or within 24 hours if the administrative division is in a remote area) since the foreigner arrives at the lodging establishment.”
It means that in case you are staying in Hanoi or Ho Chi Minh City, for example, you need to have your temporary residence registered within 12 hours from your arrival at the lodging establishment.

How to register temporary residence in Vietnam?
There are currently 02 ways to do temporary residence registration for foreigners in Vietnam, namely:
- Online registration; and
- Registration at the office of Ward
1. Online temporary residence registration in Vietnam
This way of registering temporary residence for foreigners in Vietnam can be carried out by either the foreigner himself/herself if he/she knows all required information about the accommodation and the landlord, or the landlord himself/herself.
Here is step-by-step guide for foreigners to register their temporary residence in Vietnam themselves.
Step 1: Collect information from the host
You will need to get the following details from the host:
- Host’s full name
- Host’s phone number
- Host’s ID Card/passport No.
Step 2: Access to online registration portal
You, first of all, need to access to the online portal of the immigration office of the province where the accommodation is located. It is in format https://provincename.xuatnhapcanh.gov.vn/.
For example:
- If you are registering temporary residence in Hanoi, access to https://hanoi.xuatnhapcanh.gov.vn/.
- If you are registering temporary residence in Ho Chi Minh City, access to https://hochiminh.xuatnhapcanh.gov.vn/.
You then click the language icon to turn your forms to English.
Step 3. Create your account
You can ignore this step if you already have an account here. Otherwise, just click sign up here as shown in the photo above to register your account.
You then need to complete the sign-up form with full information of your accommodation and landlord, including:
- Host’s full name
- Host’s phone number
- Host’s ID Card/passport No.
- Accommodation address
- Username and password.
After that, you will receive a notification of successful sign-up.
Step 4. Sign in your account and complete the registration
You use your username and passport to log in your account, and then select FUNCTIONS to complete your form.
The form will require you to provide the following details:
- Room Number
- Passport number
- Nationality
- Full name
- Gender
- Date of birth
- Date of moving it
- Intended date of moving out.
After completing the form, you click on Save button, and then you will see a notification of success.

2. Register temporary residence at commune/district-level public security
This way of registration can be carried out by the foreigners with the guidance and assistance of the host through 3 steps below.
Step 1: The declarant receives information of the foreigner’s temporary residence.
Step 2: The declarant download this form (Form NA17 – Registration of temporary residence for foreigners).  After completing the form, the declarant will submit it in person to the public security agency of commune, ward or township where such accommodation establishment is located.
The officer on duty at the commune-level public security station receives dossiers to check the eligibility and declared information and then certify it if the declaration is sufficient. Otherwise, the declarant is required to amend and supplement the form.
Step 3: The temporary residence declarant shall immediately receive back the temporary residence declaration form certified by the officer on duty of the commune-level public security station, and it is referred to the temporary residence registration certificate.
